Hmm yeah the Shrine actually does Fire + Spirit damage, the special attack with Lightning (Divine Vengeance) can only be used once per battle and apparently also damages your own units if they're not Devout? And the Shrines themselves aren't Devout either you can forget about building entire stacks of them.
